How and to whom to complain when a casino won’t pay out a win

Gambling is one of the oldest entertainments of human civilization. Over centuries you can find mentions of people leaving disputes or decisions to chance by drawing lots. Randomness and circumstances beyond human control were gradually turned into forms of leisure and became the basis for a range of entertainments. Cards, lotteries, dice, bingo and other games developed, were gathered in special venues and offered not only as a way to spend time with interest, but also as an opportunity to win easy money.

The gambling sphere grew with civilization, and huge sums of money have always been concentrated in it. Sometimes one person’s stake exceeds millions in dollar terms. Naturally, there are those who want to extract part of gambling’s funds by deceit, which has nothing to do with Mr. Luck or Lady Fortune.

Sometimes players themselves aren’t blameless, but among creators and operators of gambling platforms there are also those who look for any pretext to cheat a player. They don’t shy away from various tricks, not only from initially fraudulent structures, scripts or outright scams, but sometimes even internet gambling clubs with a license.

So what to do when a casino refuses to pay a win or otherwise infringes on a player’s rights? Are there ways to hold dishonest establishments and scam sites to account?

Casino scammers at the dawn of the internet and now

Sites posing as virtual casinos made a good haul by deceit in the late 90s – early 2000s, when online gambling was just starting and the average player still poorly understood what constituted fair play by an online gambling operator claiming to be reliable.

The situation has changed significantly now:

Scammers and scripts are clear – blacklist and low rating.
But what to do when a licensed casino starts behaving inappropriately, not fulfilling promises or delaying payouts?

Types of claims against online casinos

First, here are the main points under which a gambling site’s behavior can be considered dishonest:

player account
suddenly gets blocked, access to the casino disappears or registration cannot be completed;
bonuses
promised bonus funds aren’t credited or the casino claims the player violated the rules and abused promotional offers;
software
errors are noticed during play (bugs, glitches, freezes, chips disappearing, etc.) or the casino’s slots are fake;
deposit
a deposit wasn’t credited, there was a double charge of funds or set limits were violated;
verification
verification drags on under trivial pretexts, additional documents are requested, privacy is breached and other issues;
delay or cancellation of payout
the most common reason for a dispute with a casino.
So, if you have disagreements on any of the above points or for another reason while using a gambling site, you can, as an option, report it to the body that monitors a casino’s compliance with obligations to run fair games. This is the authority that issued the license to operate gambling online.

Complaints to the licensing authority

It is quite realistic to challenge inappropriate behavior of an online casino by contacting (as an option) the authority that issued the license to conduct gambling.  Note that different licensing bodies also have varying degrees of leverage and their own approach to handling complaints. 

As examples we give:

UK license (UKGC - United Kingdom Gambling Commission)
It’s unlikely a player will have a dispute with a UK-licensed casino without a good reason, since the UK commission fines offenders heavily. Also, a gambling site with such a license must have a link to one of the ADR services (Alternative Dispute Resolution) where a player can submit a complaint;
Malta (MGA)
another license issued by a serious regulatory body that responds to player complaints and keeps gambling operators on a short leash. Even though since spring 2019 disputes are resolved via ADR and the casino’s page must state which one of the nine active services applies, the MGA site still has an active complaint form for players;
Curacao
even writing to Curacao’s representation gives a chance of having a claim considered, despite many posts saying otherwise. The fact is that in this jurisdiction there are only 4 master-license holders (as of 2019), and each issues sublicenses with their own specifics.
The most mysterious one, with no contact details, is license number 5536/JAZ. Meanwhile the other three master licenses in Curacao have postal addresses worth trying to send complaints to: [email protected], [email protected], [email protected]. It’s important to prepare the complaint properly, write it in English (or even better in Dutch) and provide as much evidence as possible.

Complaining that a casino won’t pay out on 4LUCK

For more than a year now, the administration of 4LUCK has been helping players resolve conflicts with casinos in the Russian-speaking internet. The statistics of submitted claims in the section header allow you to judge the accumulated experience and the volume of work done by the site’s staff.

Of course, not all complaints are resolved in favor of players. A high share of claims come from players who blatantly try to go against the rules, for example by creating multi-accounts or committing other violations. About a third of complaints are from players who breached casino regulations but try hard to hide it. They waste time that could be used to handle genuinely relevant disputes over refunds.

Sometimes a player believes the casino’s rules are unfair or simply vents a personal negative impression from their visit. But judging the fairness of a casino’s internal rules is not 4LUCK’s competence, and there is a separate section and corresponding forum topics for reviews.
Also, only complaints about casinos listed on the site and not in the blacklist are considered.

Nevertheless, despite the mentioned aspects, the amount restored and returned to players has already exceeded $500,000.

Of course, virtual casino rules always include a clause allowing the casino to change text or add new paragraphs, which lets them adapt almost any situation to their benefit. There’s nothing to be done about that, but note – reputable casinos don’t use such methods and notify registered users of changes to the terms in advance by email.

Insults, baseless accusations and presenting fake evidence will only lead to an account ban and nothing more, so don’t use the site to vent your emotions. A claim like “They won’t pay a $10 win. All bastards and scammers” will not be taken into account. Only a constructive approach!

4LUCK has a convenient, structured complaint submission process. There are tips and advice on how to format your appeal, examples of other complaints are visible, so you shouldn’t have any trouble composing it. Spend some time, describe the situation in detail, attach any evidence you have, state the essence of the claim and what you expect from the casino in clear, literate language so your application will be accepted for consideration.

When a casino refuses to pay a win, and you chose a licensed site and are sure you didn’t break any rules, don’t ignore it and sit idly by. It makes sense to seek help from the authority that issued the operator’s license or from websites dedicated to casinos where you can always get help resolving such issues. It won’t hurt to leave a review about the venue so other players can see it and decide whether to play there.

 Make your case as public as possible – that will push the casino to seriously rethink incorrect practices if it’s in the wrong!

  • If the casino you want to complain about is not listed on our site, we won’t be able to help. We previously tried to assist players who filed complaints against casinos we hadn’t reviewed yet – those attempts, unfortunately, were unsuccessful.
  • If your problems are related to lotto, poker or sports bets – that’s out of our competence. We handle complaints related exclusively to online casinos.
  • Please describe your claims as thoroughly and fully as possible: the more we learn about your problem, the higher the chance we can help quickly. But please don’t send novels – aim for the golden mean between a two-sentence note and a two-volume tale.
  • Offensive language is a direct path to blocking and removal of your account, as publishing it violates the T&C of our site.
  • If you have evidence supporting your claims – great! Attach it to the post. But make sure to hide any personal data you don’t want disclosed (names, addresses, bank account numbers, card numbers, phone numbers, etc.). The complaints section is public and anyone can see your post. Note that posting fake evidence will lead to immediate banning.
  • If you violated rules explicitly stated on any casino’s site, sorry, we’re powerless. We help players who face difficulties. Assessing the fairness of rules set by casinos is not in our remit. Use our forum in such cases.
  • Please don’t use CAPS LOCK in your complaints. In online communities, text in all caps is considered shouting, and we don’t accept that behavior.

  • If during the review your problem was fully or partially resolved – inform us immediately. You can post an update within the complaint or contact support. Remember we spend time and effort to resolve your issues, so posting accusations and then staying silent after the situation is fixed is at the very least bad form.
  • We’ll do our best to review and publish your complaint within 96 hours, but unfortunately can’t guarantee that speed. Please be patient a few days while we help other players.
  • Another sure way to get banned across all services offered by 4LUCK is to use the complaints section for blackmail or threats against any online casino. Such behavior is strictly prohibited on our site.
