How and to whom to complain when a casino wonβt pay out a win
Gambling is one of the oldest entertainments of human civilization. Over centuries you can find mentions of people leaving disputes or decisions to chance by drawing lots. Randomness and circumstances beyond human control were gradually turned into forms of leisure and became the basis for a range of entertainments. Cards, lotteries, dice, bingo and other games developed, were gathered in special venues and offered not only as a way to spend time with interest, but also as an opportunity to win easy money.
The gambling sphere grew with civilization, and huge sums of money have always been concentrated in it. Sometimes one personβs stake exceeds millions in dollar terms. Naturally, there are those who want to extract part of gamblingβs funds by deceit, which has nothing to do with Mr. Luck or Lady Fortune.
Sometimes players themselves arenβt blameless, but among creators and operators of gambling platforms there are also those who look for any pretext to cheat a player. They donβt shy away from various tricks, not only from initially fraudulent structures, scripts or outright scams, but sometimes even internet gambling clubs with a license.
Casino scammers at the dawn of the internet and now
Sites posing as virtual casinos made a good haul by deceit in the late 90s – early 2000s, when online gambling was just starting and the average player still poorly understood what constituted fair play by an online gambling operator claiming to be reliable.
The situation has changed significantly now:
- Thousands of pages of information and advice have been published on how to avoid gambling on an unscrupulous resource.
- There are guides explaining how to check that a game runs from the manufacturersβ servers (thereβs a useful video showing an example of recognizing fake software).
- Types of licenses have been published.
- Special sites exist where real players leave casino reviews and give ratings. Thanks to them a user can see blacklists and low-rated gambling sites, get information about scammers and be guided to play at a licensed venue.
Scammers and scripts are clear – blacklist and low rating.
But what to do when a licensed casino starts behaving inappropriately, not fulfilling promises or delaying payouts?
Types of claims against online casinos
First, here are the main points under which a gambling siteβs behavior can be considered dishonest:
Complaints to the licensing authority
It is quite realistic to challenge inappropriate behavior of an online casino by contacting (as an option) the authority that issued the license to conduct gambling. Note that different licensing bodies also have varying degrees of leverage and their own approach to handling complaints.
As examples we give:
The most mysterious one, with no contact details, is license number 5536/JAZ. Meanwhile the other three master licenses in Curacao have postal addresses worth trying to send complaints to: [email protected], [email protected], [email protected]. Itβs important to prepare the complaint properly, write it in English (or even better in Dutch) and provide as much evidence as possible.
Complaining that a casino wonβt pay out on 4LUCK
For more than a year now, the administration of 4LUCK has been helping players resolve conflicts with casinos in the Russian-speaking internet. The statistics of submitted claims in the section header allow you to judge the accumulated experience and the volume of work done by the siteβs staff.
Of course, not all complaints are resolved in favor of players. A high share of claims come from players who blatantly try to go against the rules, for example by creating multi-accounts or committing other violations. About a third of complaints are from players who breached casino regulations but try hard to hide it. They waste time that could be used to handle genuinely relevant disputes over refunds.
Sometimes a player believes the casinoβs rules are unfair or simply vents a personal negative impression from their visit. But judging the fairness of a casinoβs internal rules is not 4LUCKβs competence, and there is a separate section and corresponding forum topics for reviews.
Also, only complaints about casinos listed on the site and not in the blacklist are considered.
Of course, virtual casino rules always include a clause allowing the casino to change text or add new paragraphs, which lets them adapt almost any situation to their benefit. Thereβs nothing to be done about that, but note – reputable casinos donβt use such methods and notify registered users of changes to the terms in advance by email.
4LUCK has a convenient, structured complaint submission process. There are tips and advice on how to format your appeal, examples of other complaints are visible, so you shouldnβt have any trouble composing it. Spend some time, describe the situation in detail, attach any evidence you have, state the essence of the claim and what you expect from the casino in clear, literate language so your application will be accepted for consideration.
When a casino refuses to pay a win, and you chose a licensed site and are sure you didnβt break any rules, donβt ignore it and sit idly by. It makes sense to seek help from the authority that issued the operatorβs license or from websites dedicated to casinos where you can always get help resolving such issues. It wonβt hurt to leave a review about the venue so other players can see it and decide whether to play there.
Next weβll go into detail about our siteβs requirements for the quality and content of submitted complaints. Below are the General Rules and Terms for posting complaints about online casinos.
Submitting a complaint about an online casino
Before you report dishonest behavior by an online casino against you, please read the following very carefully:
- Stick to honesty and openness! If you hide true facts or parts of them, it will be harder for us to help resolve your issue.
- If the casino you want to complain about is not listed on our site, we wonβt be able to help. We previously tried to assist players who filed complaints against casinos we hadnβt reviewed yet – those attempts, unfortunately, were unsuccessful.
- If your problems are related to lotto, poker or sports bets – thatβs out of our competence. We handle complaints related exclusively to online casinos.
- Please describe your claims as thoroughly and fully as possible: the more we learn about your problem, the higher the chance we can help quickly. But please donβt send novels – aim for the golden mean between a two-sentence note and a two-volume tale.
- Offensive language is a direct path to blocking and removal of your account, as publishing it violates the T&C of our site.
- If you have evidence supporting your claims – great! Attach it to the post. But make sure to hide any personal data you donβt want disclosed (names, addresses, bank account numbers, card numbers, phone numbers, etc.). The complaints section is public and anyone can see your post. Note that posting fake evidence will lead to immediate banning.
- If you violated rules explicitly stated on any casinoβs site, sorry, weβre powerless. We help players who face difficulties. Assessing the fairness of rules set by casinos is not in our remit. Use our forum in such cases.
- Please donβt use CAPS LOCK in your complaints. In online communities, text in all caps is considered shouting, and we donβt accept that behavior.
- In your post, please state exactly what you want to achieve from the casino. If you havenβt decided on an outcome yourself, we canβt help. Youβll just waste both your time and ours.
- If you just want to share negative impressions from playing at a casino – this section is not for you. Use our forum and the reviews/comments sections available for each casino listed on 4LUCK.
- At the moment we only consider complaints written in Russian. We donβt expect Pushkin-level prose, but make sure your text is understandable.
- Before posting a complaint, please make sure itβs not a duplicate of one already published. If your complaint was not resolved or was rejected but now you have new information – contact our support team and theyβll help reopen the review.
- Please mind the timing. When itβs a complaintβs turn to be reviewed, all participants have 96 hours to respond. If you missed your turn, contact support instead of reposting the complaint if it was closed after the time limit.
- If during the review your problem was fully or partially resolved – inform us immediately. You can post an update within the complaint or contact support. Remember we spend time and effort to resolve your issues, so posting accusations and then staying silent after the situation is fixed is at the very least bad form.
- Weβll do our best to review and publish your complaint within 96 hours, but unfortunately canβt guarantee that speed. Please be patient a few days while we help other players.
- Another sure way to get banned across all services offered by 4LUCK is to use the complaints section for blackmail or threats against any online casino. Such behavior is strictly prohibited on our site.

@garrypotterβ The 2nd half was fire)

Good day, dear player.
Please provide the information to our support team strictly point by point:
I sent a screen recording of my personal banking account and the latest transfers for the last few days to the email with the offer from your casino, and I am waiting for a decision on my issue. It is just a shame, I felt the thrill for the first time, got hooked, won, and then there was nothing.
